    SHORTLY AFTER THE COMPLETION OF A HARBOUR DEVELOPMENT SCHEME AT APIA, THE MAIN TOWN OF WESTERN SAMOA, A HURRICANE HAS CAUSED HEAVE DAMAGE TO THE ISLAND' CROPS.

    THE DEVELOPMENT PROJECT FOR APIA'S PORT INVOLVED DREDGING THE HARBOUR, AND DUMPING THE DREDGED SAND ON AN OLD WRECK NEARBY TO FORM 25 ACRES OF RECLAIMED LAND. BUT THE SAMOANS HAD A LEGEND THAT AS LONG AS THE WRECK REMAINED UNTOUCHED, THERE WOULD BE NO HURRICANES.

    THERE WAS A LAW ON THE STATUTE BOOKS THAT FORBADE INTERFERENCE WITH THE HULK, AND THE HEAD OF STATE HAD TO ISSUE A SPECIAL ORDER TO ALLOW THE DEVELOPMENT TO AHEAD.

    BUT SOON AFTER THE COMPLETION OF THE DREDGING OPERATIONS - AND THE DISAPPEARANCE OF THE WRECK -- WESTERN SAMOA STRUCK BY A HURRICANE THAT CAUSED CONSIDERABLE DAMAGE TO VITAL CROPS.
