    THE UNITED NATIONS GENERAL ASSEMBLY RECONVENED YESTERDAY (MONDAY) WITH CRISIS OVER PAYMENTS TO THE WORLD ORGANISATION UNDER ARTICLE 19 OF THE U.N. CHARTER STILL UNRESOLVED. THE ASSEMBLY MEETING OPENED WITH A STATEMENT BY U THANT, THE SECRETARY GENERAL, WHO WARNED THAT THE ORGANISATION MIGHT NOT ENDURE MUCH LONGER UNLESS FINANCIAL OBLIGATIONS BY CERTAIN MEMBERS WERE MET.

    ALTHOUGH U THANT DESCRIBED THE SITUATION AS 'SERIOUS', HE MADE NO DIRECT APPEAL FOR FUNDS AND CALLED FOR CO-OPERATION TO SOLVE THE CRISIS IN THIS WAY:
    (AFTERWARDS, THE PRESIDENT OF THE GENERAL ASSEMBLY, MR. QUAISON-SACKEY, OF GHANA, CALLED FOR FINANCIAL CONTRIBUTIONS WITH ALL U.N. MEMBERS MAKING GRANTS. THIS WAS DESIGNED TO OFFSET A CONFRONTATION OVER ARTICLE 19, THE TERMS OF WHICH PROVIDES FOR A MEMBER STATE TO LOSE ITS VOTE IF IT FALLS TWO YEARS BEHIND WITH ASSESSMENTS. THE SOVIET UNION AND FIFTEEN OTHER COUNTRIES ARE FACED WITH LOSING THEIR VOTE.)
