    RHODESIAN PRIME MINISTER, MR. IAN SMITH, RETURNED YESTERDAY (TUESDAY) TO SALISBURY AFTER TALKS WITH BRITISH PRIME MINISTER, MR. HAROLD WILSON, IN GIBRALTAR AIMED AT ENDING THE RHODESIAN INDEPENDENCE CRISIS. MR. SMITH CONFERRED WITH HIS FULL PARTY EXECUTIVE THEN SAID HE WAS "KEEPING THE DOOR OPEN" FOR POSSIBLE FUTURE NEGOTIATIONS.

    BRITAIN HAS PUT FORWARD A SIX POINT PROPOSAL FOR A SETTLEMENT. THESE NEW TERMS WERE UNDERSTOOD TO HAVE BEEN DISCUSSED BY THE RHODESIAN CABINET AFTER MR. SMITH'S RETURN BUT THE MINISTERS ADJOURNED WITHOUT MAKING AN OFFICIAL COMMENT ON THEIR REACTION.

    THE RULING RHODESIAN FRONT PARTY, HOWEVER, HAS REJECTED THE TERMS. THE FRONT CHAIRMAN, MR. ROLF NILSON, DENOUNCED THE PROPOSALS AS INVITING "SHEER, TOTAL SURRENDER".

    MR. SMITH HAS SPECIFICALLY STATED THAT HIS GOVERNMENT WOULD TAKE ITS TIME CONSIDERING THE PROPOSALS BEFORE COMMITTING ITSELF TO ACCEPTANCE OR REJECTION.

    BRITAIN'S NEW PROPOSALS WERE CONTAINED IN A DOCUMENT WHICH MR. WILSON HANDED TO MR. SMITH ON BOARD THE WARSHIP "FEARLESS" AT THE END OF THEIR GIBRALTAR TALKS. THEY'VE BEEN PUBLISHED IN THE HOUSE OF COMMONS AS A WHITE PAPER.

    AMONG THE MINISTERS WHO ATTENDED THE SALISBURY MEETING WERE MR. VAN HEERDEN, THE MINISTER OF MINES AND LANDS, MR. RUDLAND, MINISTER WITHOUT PORTFOLIO, MR. D. SMITH, THE MINISTER OF AGRICULTURE, AND MR. MCLEAN, THE MINISTER OF HEALTH.
