    After giving MNC leader Patrice Lumumba a one-day extension of his bid to form the first Congolese Government, resident Belgian Minister Walter Ganshof van der Meersch received heads of other Congo parties for talks at his residence in Leopoldville, June 16.

    First to arrive was Lumumba's rival, Joseph Kasavubu of the powerful Abako party, dominant figure of the Bakongo tribe. Then came the Congo's elder statesman, 51-year-old Jean Bolikango, supporter of Lumumba and fervent advocate of a united Congo under a central government. Last to be received by the Belgian Minister was National Progressive Party leader Bolya, known for his moderate political views.

    No official statement was issued after the consultations, but the situation became clearer the following day when M. van der Meersch transferred the task of forming a Government from Patrice Lumumba to Joseph Kasavubu. The Abako leader at once accepted, while his MNC rival announced he would form his own national Government. At a press conference Lumumba declared: "I will never co-operate with any other leader. It is a Belgian conspiracy." He alleged the Minister had called him earlier than originally agreed, to tell him that his exploratory mission was a failure.
