    CRUCIAL TALKS BEGIN TOMORROW (MONDAY) BETWEEN MR. IAN SMITH, SOUTHERN RHODESIA'S PRIME MINISTER AND SIR ALEC DOUGLAS-HOME, THE BRITISH PREMIER, ON THE CONTROVERSIAL ISSUE OF SOUTHERN RHODESIA'S INDEPENDENCE. MR. SMITH ARRIVED AT LONDON AIRPORT TONIGHT IN A CONCILIATORY MOOD. HIS GOVERNMENT HAD THREATENED TO TAKE UNILATERAL ACTION TO GET INDEPENDENCE IN DEFIANCE OF BRITAIN IF THE LONDON NEGOTIATIONS BROKE DOWN. MR. SMITH HIMSELF HAD DESCRIBED THE LONDON TALKS AS A FINAL BID. AT THE AIRPORT THIS EVENING, HOWEVER, THE SOUTHERN RHODESIAN PREMIER EMPHASISED THAT HE HAD NOT COME TO DEMAND BUT TO NEGOTIATE. HE SAID THAT A UNILATERAL DECLARATION OF INDEPENDENCE WOULD BE A "LAST DITCH STAND". HE SAID "I HAVE GOT MY IDEAS AND I WILL PUT THEM TO THE BRITISH PRIME MINISTER."
    MR. SMITH WAS INTERVIEWED SOON AFTER LANDING AT THE AIRPORT:
