(SEQ. 1) WEINBERGER: "We don't know whether the manoeuvres have actually ended. We have the Soviet statement that they have, but that related only to one set of manoeuvres. I would like to say, however, with respect to this meeting, that I think we have an extremely god result here. The United States was very anxious that the defence ministers note the activities of the Soviets and also note that the Soviets and also note that the Soviets would greatly undermine the bias for any arms control negotiations of an effective nature if they were to intervene or to continue this kind of activity in and around Poland."



(SEQ. 2) LUNS: "The Soviet Union, for the past weeks, has been engaged in increasingly menacing troop movements and other threatening activity around Poland. Ministers stated that actual intervention, including the use, or the threat of use, of military force, are incompatible with the professed Soviet desire for peace and disarmament, and are inconsistent with the Helsinki Final Act and the United Nations Charter."

Background: INTRODUCTION: Defence ministers of the North Atlantic Treaty Organisation (NATO) have renewed their commitment to East-West arms control efforts, but have warned the Soviet Union that the basis for negotiations would be destroyed if it intervened in Poland. U.S. Defence Secretary Caspar Weinberger told a news conference at the end of the two-day NATO summit on Wednesday (8 April) that he would not give any date for resuming talks on restricting nuclear arms as that would depend on Soviet conduct in coming weeks. He added that although the Warsaw Pact manoeuvres around Poland had been officially called off, this did not necessarily mean that the threat of military intervention in Poland was over.
