    TRANSCRIPT: (SEQ. 2) DESAI: "We met together and we agreed on one ideology, that is Gandhian ideology, because we have suffered all these years as we have strayed away from it. The ruling party professes it, but works against it. Now we have learned by experience of this. I was also in it before. But this is not really the Congress in my view. It's an imitation Congress -- they're people who are removed from the Congress. But there's also an irony -- that those who are defectors have become real Congress, and we who are the real Congress have become (indistinct)."



    (SEQ. 4) DESAI: "Dictatorship rests only on fear. Its only sanction is fear. And fear is the greatest enemy of mankind, as regards development of mankind. And unless every individual is free to develop himself and herself there can be no development. There can't be development by force."



    REPORTER: "Well, now, who do they fear? They don't fear Mrs. Gandhi personally?"



    DESAI: "Most certainly they do. Ultimately it is only her (indistinct) that prevails. Therefore everything is getting attributed to her. Because without her orders nothing can happen."



    ADDITIONAL INFORMATION:



    The Janata Party is made up of the opposition faction of the Congress Party, the Indian People's Party (BLD), the Hindu Nationalist Jan Sangh, and the Socialist Party. It was formed about a month ago after Mrs. Gandhi called the elections and released her key political opponents from jail. The state of emergency, introduced 20 months ago, has been relaxed but still remains in force.

    Background: INTRODUCTION: Former Deputy Prime Minister of India Mr. Morarji Desai, the 80-year-old leader of the main opposition to Prime Minister Mrs. Indira Gandhi, said on Tuesday (15 February) that people were afraid of her. Mr. Desai was talking in Delhi to the BBC's Charles Wheeler, and also spoke about the ideology of his Janata People's Party, which is bitterly critical of Mrs. Gandhi's performance. The party has promised a return to the social and economic values of Mahatma Gandhi if it is given a mandate at next month's general election.

    SYNOPSIS: The Janata Party which includes the opposition faction of the ruling Congress Party, is allied with the breakaway Congress for Democracy group of former Agriculture Minister Jagjiwan Ram.

    Mr. Desai, who was imprisoned under the state of emergency introduced by Mrs. Gandhi, then talked about dictatorship.
