    THE OAS CALL FOR A SHUT-DOWN FOLLOWED THE KIDNAPPING, THE PREVIOUS EVENING, OF THE OWNER AND THE MANAGER OF AN ALGIERS CAFE BY SIX ARMED EUROPEANS, THOUGHT TO BE MEMBERS OF SPECIAL ANTI-OAS SQUADS FROM FRANCE.THE CAFE RAIDED BY THE KIDNAPPERS HAD REPORTEDLY BEEN FREQUENTED BY OAS MEN.

    AS THE SHUTTERS WENT DOWN AT SHOPS AND OFFICES FOR THE SECOND TIME IN THREE WEEKS, THE OAS POSTED TRACTS IN THE ALGIERS UNIVERSITY AREA, CALLING ON PEOPLE TO SHOOT MOBILE GENDARMES ON SIGHT "AS THEY NO LONGER HAVE THE RIGHT TO BE REGARDED AS FRENCH SOLDIERS."
    MEANWHILE, VIOLENT CLASHES BETWEEN EUROPEANS AND MOSLEMS OCCURRED IN AT LEAST TWO PARTS OF THE CITY, AND BY NIGHTFALL 16 PEOPLE HAD BEEN KILLED AND 21 WOUNDED IN ALGIERS AND ORAN, BRINGING THE TOTAL SINCE JAN 1 TO 784 DEAD AND 1,390 INJURED.
