At the opening ceremony President Senghor said the financing of the institute was a magnificent example of the universal nature of culture, and religion was the first and most profound expression of culture which has inspired the greatest masterpieces.

The building was designed by the architect Gustave Collet who also designed the Great Mosque of Dakar.

President Senghor said that all the great and famous mosques had also been teaching centres.

He hoped that the Dakar Institute would continue that mission in black Africa.
