    Twenty-two members of the International Control Commission for Laos - composed of India, Canada and Poland - arrived in Vientiane May 8 from Saigon to set up their headquarters. Mr. Sen, India chairman of the Commission, said he was anxious to make contact immediately with both sides.

    After 48 hours of talks in the city, Mr. Sen and the leaders of the Canadian and Polish delegates - Mr. Mayrand and Mr. Morski - flew May 10 to Xieng Khoung for a meeting with the pro-communist leaders of the Pathet Lao.

    On May 13 it was announced that the three parties in Laos - the Royal Government, the Neutralists and the Pathet Lao - had signed a formal cease-fire at Ban Namone.

    But in Geneva there was still no agreement on who should represent Laos at the 14-nation conference. American Secretary-of-State, Mr. Dean Rusk, met Soviet Foreign Minister Mr. Gromyko early May 13 but still no conclusion was reached. Later reports said that the conference would probably open May 16.
