    Tens of thousands of singing and dancing Togolese welcomed President Francois Mitterand when he arrived in Lome on January 13. The French leader's arrival in Togo's capital was the start of his third African tour in eight months. French and Tongolese security men scanned the crowds in the wake of a foiled plot by exiles to allegedly use British mercenaries to assassinate Togo's President Gnassingbe Eyadema. This did not deter both leaders from riding in an open-to car and responding to the crowd's enthusiastic welcome.

    General Eyadema was celebrating the 16th anniversary of the coup that brought him to power and it was also 20 years to the day since black Africa's first putsch was staged in Togo. Reports in Paris suggested the Socialist French government did not want to attend the January 13 celebrations of the 1963 and 1967 coups because of pressure for exiles. A spokesman insisted the official visit was to start the following day and pointed out that President Mitterand would not be taking part in the festivities.
