    Indian President Giri's visit to a number of East Pakistani refugee camps in the Nadia District on Wednesday (November 17) was made against a background of growing threats of a full-scale war with Pakistan. While the President toured the camps and spoke to some of their two hundred thousand inhabitants, reports of border clashes on the Indian-Pakistan frontier continued coming in. And in a letter to United Nations Secretary-General U Thant, Indian Premier Mrs. Gandhi said that Pakistan was "seriously preparing" for full-scale war.

    SYNOPSIS: India... and against a background of increasing tension with Pakistan, President V.V. Giri this week visited a number of East Pakistani refugee camps in the Nadia District northeast of Calcutta. This camp, at Kalyani, is new. It houses some 15,000 refugees, and in seven other neighbouring camps there are another two hundred thousand inhabitants. Currently, there are nearly ten million East Pakistanis in India, and refugees continue to come in at about 20,000 a day.

    While President Giri visited the camps, reports of further armed frontier clashes between Indian and Pakistani troops continued to come in. But India, President Giri told the refugees, was prepared....
    Meanwhile, in a letter to United Nations Secretary-General U Thant, Indian Prime Minister Mrs. Gandhi said that Pakistan was "seriously preparing" for a full-scale war. In the letter, she said that India did not want war, and would support U Thant in efforts to reach a political settlement. But, she added, India would take defensive measures in event of war.
