ACTING PRIME MINISTER EMIL LUUKKA WAS FILMED STUDYING THE IMPLICATIONS OF THE NOTE - ALONE. IT WAS SENT BY THE SOVIET UNION WHILE THE FINNISH PRESIDENT AND FOREIGN MINISTER WERE VISITING THE UNITED STATES.

THEY INCLUDED COMMUNISTS - THE LARGEST PARTY IN PARLIAMENT THE NOTE PROPOSES, "IN VIEW OF THE THREAT WHICH WEST GERMANY AND THE COUNTRIES ALLIED WITH WEST GERMANY FORM", NEGOTIATIONS IN ACCORDANCE WITH THE SOVIET-FINNISH PACT OF MUTUAL FRIENDSHIP AND ASSISTANCE. IT HAS COME AS A COMPLETE SHOCK TO FINLAND.

    AS A FOREIGN MINISTER KARJALAINEN FLEW HOME FROM HAWAII, NON-COMMUNIST POLITICIANS IN FINLAND ARE SAYING THAT THE COUNTRY IS FACING HER GRAVEST THREAT SINCE CAPITULATING TO RUSSIA IN 1944. THEY SPECULATE THAT RUSSIA MAY BE SEEKING A MILITARY BASE THERE.
