    With preparations underway for the international conference on Vietnam, Saigon has been accused of delaying full scale negotiations on South Vietnam's political future. South Vietnamese Foreign Minister, Tran Van Lam, arrived in Paris for the talks on Friday (23 February). Soon after arrival from Rome, Saigon's representatives met the Viet Cong's Foreign Minister, Mme. Nguyen Thi Binh in a bid to break the deadlock. Before the meeting Mr. Lam said they would try to settle procedural problems to clear the way for official meetings without external interference. Mr. Lam described the meeting as "essentially private and of an informal character."
    On Monday (26 February), Madame Binh and Mr. Lam will take part in an international conference on Vietnam. Foreign Ministers of twelve participants will include the four parties involved in the Vietnam War, the United Nations Security Council permanent members and the four countries with forces in the international supervisory commission in Vietnam.
