    Background: Amidst stormy Monsoon winds and drizzle, Mexican President Luis Echeverria arrived in the Indian capital, New Delhi, on Monday (21 July) for a State visit.

    President Echeverria and his wife were greeted by President Fakhruddin Ali Ahme, his wife Begum Ahmed, his wife Begum Ahmen and the Prime Minister, Mrs. Indira Gandhi.

    After reviewing a combined services guard of honour, the Mexican leader was formally welcomed in a speech by President Ahmed.

    President echeverria arrived in New Delhi the same day the Indian Parliament was considering legislation to extend for a year the emergency constitutional powers under which Mrs. Gandhi recently clamped strict controls on the country.

    The Indian leg of his tour followed visits to such nations as Algeria and Iran and he was later to visit Israel.
