Mr. William Eteki Mboumoua, addressing the organisation's 21-nation Liberation Committee meeting in Tanzania last week (19 June) said raids by Rhodesian and South African forces on Angola and neighbouring black states had not attracted outside intervention as had the rebel raid on Zaire's Shaba Province, during which white mining families were massacred. But Mr. Mboumoua added that it remained essential for the west to take action against what he termed "the Cuban scarecrow".
