    A CHRISTMAS EVE EXPLOSION AT THE BIGGEST U.S. OFFICERS BILLET IN THE HEART OF SAIGON ON DECEMBER 24 KILLED TWO AMERICANS AND WOUNDED 107 PEOPLE -- 63 AMERICANS, 43 VIETNAMESE AND ONE AUSTRALIAN -- WERE WOUNDED IN THE BLAST WHICH DEMOLISHED HALF A SIX STOREY BUILDING. HOWEVER MOST OF THE INJURIES WERE SLIGHT.

    THE TWO DEAD WERE A U.S. ARMY LIEUTENANT-COLONEL WHOSE BODY WAS FOUND BURIED BY DEBRIS TWO HOURS AFTER THE BLAST AND AN AMERICAN CIVILIAN.

    SECURITY OFFICIALS ESTIMATED THAT THE BLAST WAS CAUSED BY A PLASTIC CHARGE, OFTEN USED BY TERRORISTS IN SAIGON, WITH AN EXPLOSIVE FORCE OF 200 POUNDS. THE BOMB WAS BELIEVED TO HAVE BEEN PLANTED IN A CAR PARKED INSIDE THE PREMISES. A CYCLINER BLOCK WAS FOUND AGAINST A WALL.

    THE CHRISTMAS EVE EXPLOSION OCCURRED WHILE SHOPPERS AND PROMENADERS STROLLED NEAR THE BUILDING. STREETS AROUND WERE LITTERED WITH DEBRIS INCLUDING TINSEL AND PINE TREE BRANCHES IN THE AMERICAN QUARTERS. PARKED CARS NEAR THE BUILDING WERE SMASHED AND WINDOWS OF BARS ACROSS THE STREET WERE SHATTERED AND BENT BY THE POWERFUL BLAST.

    SHORTLY AFTER THE EXPLOSION HEAVILY ARMED AMERICAN TROOPS WERE STATIONED OUTSIDE ANOTHER BIG AMERICAN OFFICERS BILLET TO FORESTALL A SIMILAR BOMB.

    MEANWHILE, THE U.S. HAS SUSPENDED DISCUSSIONS ON PROMISED INCREASES IN AMERICAN AID TO VIETNAM PENDING AN ASSURANCE OF LONG-LASTING POLITICAL STABILITY IN SAIGON. THE U.S. WANTS FIRM GUARANTEES THAT THE VIETNAMESE GENERALS (WHO STAGED A COUP ON DECEMBER 20) WILL NOT ASSERT THEIR AUTHORITY OVER THE CIVILIAN GOVERNMENT.
