    ON THE ISLAND OF REUNION, A FRENCH POSSESSION IN THE INDIAN OCEAN JUST EAST OF THE MALAGASY REPUBLIC, SHORTAGE OF ELECTRICITY HAS BEEN A LONG-TIME PROBLEM. NOW, WITH THE COMPLETION OF THE RAKAMAKA DAM AND HYDRO-ELECTRICITY SCHEME, AN END TO THE PROBLEM IS AT LAST IN SIGHT.

    SHORTAGE OF ELECTRICITY WAS SUCH A PROBLEM ON REUNION THAT THE AUTHORITIES WERE FORCED TO CUT SUPPLIES TO SOME AREA OF ST. DENIS, THE MAIN TOWN, IN ORDER TO KEEP THE ISLAND'S FACTORIES GOING. MOVES TO DISCOURAGE THE DOMESTIC USE OF POWER INCLUDED SETTING CLOCKS BACK AN HOUR IN THE HOUR THAT RESIDENT WOULD GO TO BED EARLIER AND NOT USE AS MUCH ELECTRICITY.

    THE FIRST STEPS TO STARTING A DAM AND HYDRO-ELECTRICITY PROJECT ON REUNION WERE TAKEN AS LONG AGO AS 1929, BUT THE COMPANY INTERESTED IN THE PROJECT WENT BANKRUPT. REUNION'S ELECTRICITY AUTHORITY TOOK UP THE SCHEME 20 YEARS LATER BUT WORK DIDN'T START ON THE DAM UNTIL 1964. NOW THE PROJECT IS COMPLETED, AFTER 650 MEN WORKED ROUND-THE-CLOCK AND SEVEN OF THEM LOST THEIR LIVES DURING THE OFTEN HAZARDOUS OPERATION.

    SOME 40,000 CUBIC METRES OF CONCRETE AND 1,000 TONS OF STEEL WENT INTO THE PROJECT. THE TAKAMAKA SCHEME IS DESCRIBED AS A BRILLIANT PIECE OF ENGINEERING. DUE TO THE DIFFICULTIES OF THE TERRAIN, THE PROJECT HAD TO BE LAID OUT IN AN USUAL WAY. WATER DESCENT FROM THE MOUNTAINOUS AREA IN A HAPHAZARD FASHION AND THERE ARE WATERFALLS IN MANY SCATTERED PLACES.

    TO CREATE THE NECESSARY CATCHMENT AND HEAD OF WATER TO DRIVE THE TURBINES, THE RIVER DE MARSOUINS WAS BLOCKED BY A DAM AT A POINT WHERE THE RIVER BED IS WELL DEFINED. THE DAM WAS THEN TAPPED BY A MILE-LONG DUCT TO TAKE THE WATER ON A STEADY INCLINE TO THE NEAREST CONVENIENT SITE FRO THE CONSTRUCTION OF A POWER HOUSE. THE WATER THEN DROPS ANOTHER 295 YARDS (270 METRES) THROUGH A CHANNEL BEFORE BEING FORCED ONTO THE ROTORS OF TWO TURBINES AT THE UNDERGROUND POWER HOUSE.
