    THE EMPEROR OF ETHIOPIA, HAILE SELASSIE, OFFICIALLY OPENED THE TENTH ORDINARY SESSION OF THE ORGANISATION OF AFRICAN UNITY'S MINISTERIAL COUNCIL, AT AFRICA HALL, IN ADDIS ABABA, ON TUESDAY. IN HIS OPENING REMARKS, THE EMPEROR MADE REFERENCE TO THE NIGERIAN CONFLICT AND TOLD THE COUNCIL THAT THE O.A.U. "CANNOT BUT CONTINUE TO MAKE CONSTRUCTIVE EFFORTS TO HELP THE PEOPLE OF NIGERIA ACHIEVE PEACE IN THEIR COUNTRY".

    THE EMPEROR ALSO CALLED FOR DE-COLONISATION OF AFRICAN TERRITORIES AND SAID THAT THE "OPPRESSIVE REGIMES" OF PORTUGAL, RHODESIA AND SOUTH AFRICA "CONTINUED TO VIOLATE FUNDAMENTAL HUMAN RIGHTS AND FREEDOMS". HE SAID THE GRIM ALTERNATIVE LEFT TO THE SUBJUGATED AFRICANS IS TO RESORT TO VIOLENT MEANS.

    THE COUNCIL MEETING WAS OPENED BY MR HABIB BOURGUIBA JR., SECRETARY GENERAL OF FOREIGN AFFAIRS OF TUNISIA, IN THE ABSENCE OF THE OUTGOING CHAIRMAN, MR JUSTIN BOMBOKO, FOREIGN MINISTER OF CONGO-KINSHASA. IN HIS SPEECH, MR BOURGUIBA SAID THAT THE O.A.U. WOULD NEVER FAIL TO ACHIEVE THEIR AIM AND WOULD MAKE A POSITIVE CONTRIBUTION TO THE BUILDING OF THE AFRICAN CONTINENT, TO MAKE IT UNITED AND FREE.

    ALL THE O.A.U.s 38 MEMBER STATES WERE REPRESENTED AT THE OPENING ...... AT LEAST 20 OF THEM BY DELEGATIONS HEADED BY FOREIGN MINISTERS.

    THE MEETING, DUE TO LAST UNTIL THE END OF THE WEEK, WAS EXPECTED TO CONCENTRATE MAINLY ON BUDGETRY AND FINANCIAL MATTERS, TOGETHER WITH DISCUSSION ON THE QUESTION OF THE APPOINTMENT OF THE NEXT SECRETARY GENERAL OF THE O.A.U.
