    GOVERNMENT MINISTERS AND SENIOR ADMINISTRATION OFFICIALS FROM 21 NATIONS TODAY (WEDNESDAY) STARTED A TWO-DAY CONFERENCE IN PARIS, AIMED AT CREATING A "COMMON MARKET OF IDEAS" FOR THE DEVELOPMENT AND USE OF SCIENCE. THE MEETING WAS ARRANGED BY ORGANISATION FOR ECONOMIC CO-OPERATION AND DEVELOPMENT (O.C.D.E.).

    DELEGATES PLAN TO SET UP A PERMANENT FORUM TO IMPROVE CO-OPERATION BETWEEN SCIENTISTS IN EUROPE. THEY ARE CONSIDERING FIVE REPORTS PREPARED BY AN INTERIM COMMITTEE OF SENIOR OFFICIALS AND SCIENTIFIC ADVISERS.

    ONE REPORT SAID CLOSE CO-OPERATION BETWEEN THE EUROPEAN COUNTRIES COULD BE ACHIEVED ON A BROAD, REGIONAL BASIS, CONSERVING NATIONAL TRADITIONS AND, THE SOVEREIGNTY OF MEMBER STATES WITHOUT AWAITING ACCEPTANCE OF COMPREHENSIVE ECONOMIC OR POLITICAL AGREEMENTS.

    THE REPORT URGED FOUR PRACTICAL PROPOSALS: RESEARCH EFFORT TO BE CONCENTRATED ON SELECTED CENTRES - A LOOSE FEDERATION TO BE FORMED OF ADVANCED EUROPEAN RESEARCH CENTRES - INTERNATIONAL FELLOWSHIPS TO ENABLE OUTSTANDING SCIENTISTS TO WORK AT THESE CENTRES - AND - A MEETING OF SCIENTISTS FROM SMALLER COUNTRIES TO DISCUSS THE SHARING OF RESEARCH FACILITIES.

    DR. ALEXANDER KING, DIRECTOR FOR SCIENCE OF THE O.C.D.E., SAID THE MAIN BENEFIT OF THE CONFERENCE WOULD BE ITS CONTRIBUTION TO THE CONSTANT EXCHANGE OF IDEAS.
