    THE CELEBRATIONS IN COTONOU FOR THE SIXTIETH ANNIVERSARY OF THE CHAMBER OF COMMERCE AND INDUSTRY OF DAHOMEY WERE OPENED BY THE CHIEF OF STATE, DR. EMILE DERLIN ZINSOU ON SATURDAY (12 APRIL).

    THE CHAMBER'S PRESIDENT, M. PIERRE FOURNA BEGAN THE ANNIVERSARY MEETING BY DETAILING THE PROGRESS OF THE ORGANISATION SINCE IT WAS FOUNDED IN 1906.

    THE CHAMBER HAD THREE MAIN AIMS, SAID M. FOURNA: TO SERVE THE PEOPLE OF THE COUNTRY; TO REPRESENT THE ECONOMIC INTERESTS OF THE COUNTRY; TO PROVIDE A CONSULTATIVE MISSION. IT WAS ALSO THEIR DESIRE TO ENCOURAGE FOREIGN RESIDENTS IN DAHOMEY TO HAVE MORE CONFIDENCE IN AND PARTICIPATE MORE INTIMATELY IN THE ECONOMIC EXPANSION OF THE COUNTRY.

    TO THIS END, THEY HAD FELT IT NECESSARY TO CREATE A SECTION FOR INFORMATION AND ECONOMIC STUDIES. TWO EXPERTS IN THIS FIELD WERE APPOINTED IN 1968.

    THE RANGE OF SERVICES OFFERED BY THE CHAMBER WAS VERY VARIED. IT HAD SPOKESMEN IN DIVERSITY OF NATIONAL AND REGIONAL ORGANISATIONS. GOVERNMENT OFFICES WERE OBLIGED TO ASK ITS ADVICE ON THOSE PROBLEMS WHICH THE CHAMBER'S STATUTES DEFINED IT AS COMPETENT TO ANSWER.

    M. FOURNA HOPED THAT DAHOMEY WOULD ENJOY FOR MANY YEARS TO COME THAT POLITICAL AND GOVERNMENTAL STABILITY WHICH IS INDISPENSABLE TO ALL LASTING ECONOMIC EVOLUTION.

    REPLYING TO THE PRESIDENT OF THE CHAMBER, DR. ZINSOU SAID THAT THOUGH AFTER 60 YEARS SOME ORGANISATIONS, LIKE SOME MEN, WERE AT THE END OF THEIR USEFUL LIFE, IT WAS OBVIOUS THAT THE CHAMBER HAD NOT SUFFERED THIS FATE, AND HAD, IN FACT ADJUSTED ITSELF TO CHANGING CIRCUMSTANCES.

    HE DEPLORED, HOWEVER THE DISASTROUS CONSEQUENCES OF THE FALL IN THE EXCHANGE RATE AND THE RAPIDLY GROWING DEFICIT IN DAHOMEY'S COMMERCIAL BALANCE OF PAYMENTS. IT WAS VITAL, SAID DR. ZINSOU, TO AUGMENT NOT ONLY THE VOLUME AND THE VALUE OF HER EXPORTS BUT ALSO TO MOBILISE THE SURPLUS RELEASED BY THE PRIMARY SECTOR OF COMMERCE FOR THE BENEFIT OF THE ECONOMY.

    HE REPEATED THE DECLARED DESIRE OF THE DAHOMEY GOVERNMENT TO WELCOME AND PROTECT ANY CAPITAL WHICH FOREIGNERS WISHED TO INVEST IN THE COUNTRY.

    BUT IN THE LAST ANALYSIS, DR. ZINSOU CONCLUDED, DAHOMEY'S DEVELOPMENT DEPENDED ON THE PEOPLE OF THE COUNTRY THEMSELVES.
