Background: Chile has been celebrating its independence anniversary with a military parade last Tuesday (19 Sept) -- but within the country, tension has bene mounting and allegations have been made of an anti-Government plot.
There has been an upsurge of violence in Chile, and the President, Dr. Allende, has called for "peace talks" between the Government and opposition parties to prevent the situation degenerating into civil war. Both the government and opposition have been blaming each other for the increasing disturbances. The President has announced the discovery of a "Fascist plot" which involved plans for blowing up main road and rail routes to prevent troops reaching Santiago for the independence celebrations. There would then have been a coup against Dr. Allende. Announcing the plot, Dr. Allende also revoked permission for a big rally panned by opposition parties.
SYNOPSIS: President Allende of Chile, seen at this year's Independence Parade, has bene taking steps to confirm the position of his government, following mounting tension. He has announced that an anti-government plat has been uncovered, which planned to stop troops reaching Santiago for the parade.
The President said the plotters planned to spark off strikes and riots, and prevent food from reaching the main cities - this part of the plan included intercepting two ships bringing wheat to Chile. Because of the plot -- permission was revoked for a big anti-Government rally and march which was to have taken place in Santiago. Relations between the government and opposition parties have been deteriorating, with each accusing the other of responsibility for the growing wave of violence and unrest. Dr. Allende has called for a talk between the various sides to prevent the situation getting worse. After the announcement of the plot these military celebrations associated with the anniversary of Chile's independence assumed added importance. General Carlos Prats, the army chief, said the armed forces world never be swayed by civilian pressure into breaking their traditional role as guardians of constitutional rule.
