    Background: BEKAA VALLEY, LEBANON

Syrian forces were digging in east of Beirut on August 25 following clashes with Phalangist militiamen the day before. The exchange took place in the Bekaa Valley, just north of the Syrian-held mountain town of Sofar, a few kilometres from the Beirut to Damascus highway. The Phalangists, whose candidate for the Presidency of Lebanon. Bashir Gemayel, was elected on August 23, said that Syrian shells had killed one person and wounded four. The fighting was sufficient to prevent the evacuation of Palestinian guerrillas to become Damascus via the highway. Instead they were taken out of the country by boat from Beirut. Diplomatic sources in the Lebanese capital are concerned the exchanges could have threatened the evacuation of the Palestinians which began on August 21. The President-elect, Bashir Gemayel, has called on all foreign forces, including the Syrians, to leave Lebanon and restore sovereignty to the state. The Syrians first entered Lebanon during the civil war of 1975-76 in a move designed to stop the fighting between the Christian Phalangists and Moslem leftists forces.
