    THE SECOND SUMMIT CONFERENCE OF NON-ALIGNED COUNTRIES IS TO BE HELD IN CAIRO IN THE FIRST WEEK OF OCTOBER. THIS WAS AGREED ON YESTERDAY (WEDNESDAY) BY DELEGATES FROM 23 NEUTRAL COUNTRIES WHO HAVE BEEN MEETING IN COLOMBO. THE FIRST SUMMIT WAS HELD IN BELGRADE IN SEPTEMBER, 1961.

    THE CURRENT MEETING - CONVENED BY THE UNITED ARAB REPUBLIC, YUGOSLAVIA AND CEYLON -- OPENED ON MONDAY IN THE CEYLON HOUSE OF REPRESENTATIVES.

    DELEGATIONS SHOWN ON FILM COME FROM NEPAL, IRAQ, CAMBODIA, ETHIOPIA, THE SUDAN, CEYLON, UNITED ARAB REPUBLIC, AFGHANISTAN AND CYPRUS. OTHER COUNTRIES REPRESENTED: ALGERIA, CONGO (LEOPOLDVILLE), CUBA, GHANA, GUINEA, INDIA, INDONESIA, THE LEBANON, MOROCCO, SAUDI ARABIA, SOMALIA, TUNISIA, THE YEMEN AND YUGOSLAVIA.

    OPENING THE CONFERENCE, MRS SIRIMA BANDARANAIKE, CEYLON'S PRIME MINISTER, SAID THE TRIUMPH OF NON-ALIGNMENT WILL LIE IN THE ULTIMATE ELIMINATION OF THE NEED FOR ITS PRACTICE. SHE MENTIONED THAT SINCE THE 1961 BELGRADE CONFERENCE THERE HAD BEEN AN IMPROVEMENT IN RELATIONS BETWEEN THE UNITED STATES AND THE SOVIET UNION.

    THE CAIRO VENUE WAS AGREED ON AFTER A SERIES OF "VERY FRUITFUL" DISCUSSIONS. COUNTRIES THAT WOULD BE INVITED TO ATTEND ARE THOSE WHICH TOOK PART IN THE BELGRADE MEETING, LAST YEAR'S AFRICAN SUMMIT IN ADDIS ABABA AND LAST JANUARY'S ARAB SUMMIT IN CAIRO.

    OTHERS LIKELY TO RECEIVE INVITATIONS WERE REPORTED TO BE: LAOS, URUGUAY, BRAZIL, CHILE, MEXICO, ECUADOR, BOLIVIA, JAMAICA, TOBAGO AND TRINIDAD, AUSTRIA, SWEDEN AND FINLAND.
