Background: At an official "change of command" ceremony held at the Korean Army Headquarters in Seol June 7, "strong man" General Chang Do Yung handed over his post as Army Chief of Staff to Lt. General Kim Chong-Oh. The 38-year-old general relinquished his duties as Defense Minister at the same time but remains Chairman of the Supreme Council of National Reconstruction and head of the Cabinet.
Retired Lt. General Shin Eung-Kyan - at one time Ambassador to Turkey - became Acting Minister of Defence. He was already Vice Minister of the department.
In a speech at the ceremony, General Kim Chong-Oh told the parade of troops: "We rose up to wipe out the corrupted and entirely incompetent politicians and also to exterminate the deeply rooted social vices for the sake of the nation's future...we are to strengthen our stand against communism and establish a genuine democratic society in this poverty stricken fatherland."
