    President Hguyen Van Thieu presented a new South Vietnamese government which he said would work towards defeating the Communist threat and prepare for counter-offensive in South Vietnam.

    At the Heavily guarded Presidential Place in Saigon Monday (14 April), the new cabinet under Prime Minister Nguyen ??? Can was sworn in.

    Mr. Can, speaker of the South Vietnam National Assembly, formed the new cabinet after the resignation on April 4th of General Tran Thien Khiem, who had been Premier since 1969.

    All the members of the new cabinet were drawn from President Thieu's majority coalition party. Although no opposition leaders joined the government, the new cabinet represented all the country's major religious groups and geographical areas.

    In a speech at the swearing-in ceremony, President Thieu described the new cabinet as "a government to ensure the country's survival and not the lose it, ready to negotiate but not a government seeking peace in Communist slavery."
    President Thieu said it was a "united war cabinet" which would have as its main and immediate aim "to show the North Vietnamese Communists the determination to fight for our people..."
