    Four armed guerrillas holding three hostages aboard a ferry in Singapore harbour are threatening to do something drastic unless their escape is arranged soon.

    The Singapore government, which has promised the men safe conduct, says the delay is not part of a plan. They say the difficulty is arranging how to get the men off the ferry into an aircraft and out of Singapore to any destination.

    The men, two described as Arab looking, and two Japanese, have so far set no ultimatum in their demands for a plane to take them to an unspecified Arab country. They claim to belong to the Japanese Red Army and the Popular Front for the Liberation of Palestine.

    The guerrillas hijacked the ferry after attempting to blow up a Shell oil refinery on an island off Singapore. Two of the hostages managed to escape through an underwater porthole.

    The men have been negotiating with Japanese Ambassador Mr. Tokichiro Uuomoto, as well as the Singapore government.

    The Singapore Government said it decided to give the guerrillas safe conduct because no loss of life was involved in the oil explosion and damage was slight.
