    The northern region of the Philippines has been badly ravaged by typhoon 'Elaine'.

    The 115-mile-an-hour (185-kph) winds slammed through the rice-rich central plains to the north of the capital -- Manila -- making some 5,000 families homeless and causing extensive damaged to property and crops.

    Sixteen people were reported to have died.

    Manila itself was also caught by the edge of the typhoon on Monday (28 October), which moved towards the Chinese mainland on Tuesday (29 October) and brushed the British colony of Hong Kong.

    'Elaine' is the fifth typhoon to hit the Philippines this typhoon-season. The second -- typhon 'Bess' -- claimed at least 11 lives and made 2,000 families homeless in mid-October.

    The Philippines' typhoon season straddles October, November, and December. During this period the islands can expect to suffer up to 20 typhoon attacks.

    'Elaine' was said by local weathermen to have had a radius of 430 miles (700 kms). The Government immediately allocated 16,000 pounds sterling (37,000 US dollars) to assist the victims of this typhoon season.
