Background: LEBANON'S PREMIER-DESIGNATE, RASHID KARAMI, WAS TODAY (FRIDAY) COMPLETING FINAL DISCUSSIONS IN BEIRUT ON THE FORMATION OF A NEW STRONG GOVERNMENT DESIGNED TO DEAL WITH THE TENSE SITUATION FOLLOWING THE RECENT ISRAELI ATTACK ON BEIRUT AIRPORT. MR KARAMI, A 47-YEAR-OLD BACHELOR, IS LEADER OF THE DEMOCRATIC PARLIAMENTARY FRONT. HE WAS ASKED TO FORM A GOVERNMENT BY PRESIDENT CHARLES HELOU AFTER THE FOUR-MAN CABINET OF DR. ABDULLAH AL-YAFI HAD RESIGNED ON WEDNESDAY.

PRESIDENT HELOU HAD SPENT SEVERAL HOURS IN CONSULTATIONS WITH MEMBERS OF THE CHAMBER OF DEPUTIES, LEBANON'S SINGLE-HOUSE PARLIAMENT, BEFORE APPROACHING MR KARAMI.

HE FIRST SAW MR. SABRY HAMADEH, SPEAKER OF THE 99-MEMBER CHAMBER.

MR HAMADEH JOINED PREMIER-DESIGNATE MR KARAMI IN LATER TALKS, WHICH INCLUDED MR OSMAN DAMA, A FORMER MINISTER, MR NAJIB ARSLAN, A DEPUTY, AND MR. PIERRE GEYMAYEL.

MR KARAMI, WHO HAS HEADED SIX PREVIOUS GOVERNMENTS, LAST HELD THE OFFICE OF PREMIER IN FEBRUARY.
