    AS THE CAMPAIGN FOR KENYA'S GENERAL ELECTIONS NEXT MONTH MOVES INTO HIGH GEAR, VICE PRESIDENT DANIEL MOI HAS BEEN SPEAKING IN VARIOUS CONSTITUENCIES AROUND THE COUNTRY. ON THURSDAY (13 NOV.) HE WAS IN EMBU DISTRICT.

    HE WAS MET BY LOCAL POLITICIANS AND DIGNITARIES AND LATER SPOKE AT SEVERAL PUBLIC RALLIES. MORE AND MORE PEOPLE HAVE ANNOUNCED THEIR INTENTION OF CONTESTING THE ELECTION - THE FIRST SINCE INDEPENDENCE IN 1963 -- FOR THE 158 SEATS IN PARLIAMENT.

    AMONG THE 1,000 PEOPLE EXPECTED TO STAND FOR OFFICE ON DECEMBER 6 ARE CIVIL SERVANTS, JOURNALISTS, BUSINESSMEN, TEACHERS, AND TOWN COUNCILLORS.

    ALL ARE MEMBERS OF THE RULING KENYA AFRICAN NATIONAL UNION (KANU) THE ONLY POLITICAL PARTY IN THE COUNTRY.

    THE OPPOSITION KENYA PEOPLES' UNION (KPU) PARTY, WHICH HAD ONLY EIGHT SEATS IN PARLIAMENT, WAS BANNED LAST MONTH AND ITS LEADERS DETAINED.

    THE GOVERNMENT SAID THAT KPU LEADERS WERE TRYING TO OVERTHROW IT AND HAD ENGAGED IN SUBVERSIVE CORRESPONDENCE WITH CERTAIN FOREIGN DIPLOMATS IN EAST AFRICA.

    KANU HAS DECIDED THAT ANYONE WHO IS A CITIZEN OF KENYA, A KANU MEMBER AND A REGISTERED VOTER AND CAN DEPOSIT 1,000 EAST AFRICAN SHILLINGS (ABOUT GBP60 STERLING) CAN BE REGISTERED AS A CANDIDATE IN THE ELECTIONS.
