    Background: The way is now clear for a major international co-operation summit on energy and raw materials, French Ambassador, Mr. Louis de Guiringaud -- chairman of this week's preparatory conference in Paris -- announced at a news conference on Thursday (16 October).

    M. de Guiringaud said that the energy summit would take place in Paris in December this year, and that the last obstacles to this novel style of dialogue between the major oil producers and their customers in the developing and industrialised world had been removed earlier in the day.

    The ten delegations participating in the 3-day preparatory talks represented the United States, Japan and the European Common Market -- for the industrialised world -- Algeria, Iran, Saudi Arabia and Venezuela -- for the oil producers -- and Brazil, India and Zaire -- for the Third World. All ten will become automatic members of the energy summit, and seventeen other participants will be chosen within the next month. United Nations Secretary-general Kurt Waldheim will also attend, as an observer.

    United States' delegate, Mr. Charles Robinson -- the United States Under-Secretary for Economic Affairs -- told newsmen that the forthcoming summit could become "the most important international institutional development since the United Nations".

    The main task of the summit conference -- scheduled to start on 16 December -- will be to establish four expert-level commissions to cover energy, raw materials, development problems and related financial matters. They will attempt to produce workable proposals on a whole range of issue to be submitted to a second ministerial summit towards the end to 1976.
