    IN MOSCOW ON FRIDAY, MR. ETSUSABURO SHIINA, THE JAPANESE FOREIGN MINISTER, SIGNED AN AVIATION PACT AND A NEW TRADE AGREEMENT WITH RUSSIA. THE AIR PACT WAS SIGNED FOR THE SOVIET UNION BY MR. YEVGENY LOGINOV, AND THE TRADE AGREEMENT BY MR. NIKOLAI PATOLICHEV.

    THE AIRLINE AGREEMENT MAKES JAPAN AIR LINES THE FIRST FOREIGN CARRIER TO BE ALLOWED TO FLY ACROSS SIBERIA -- ALTHOUGH IT WILL HAVE TO USE SOVIET AIRCRAFT AND JOINT CREWS FOR THE FIRST TWO YEARS.

    THE AIRLINE EXPECTS TO START SERVICES BETWEEN MOSCOW AND TOKYO IN JUNE -- AND EACH FLIGHT IS EXPECTED TO TAKE ABOUT ELEVEN HOURS.

    THE AGREEMENT HAS SPECIAL SIGNIFICANCE FOR BRITAIN AND CONTINENTAL COUNTRIES. THE PACT MEANS THAT EVENTUALLY CITIES LIKE PARIS, BRUSSELS, ZURICH AND LONDON WILL BE ONLY ABOUT 12 OR 13 HOURS FLYING TIME FROM TOKYO.
