    President Mobutu Sese Seko of Zaire has made a number of important government changes, including a new prime minister and foreign minister. Nguza Karl-I-Bond, who had been sentenced to death for treason last year, was reinstated as Foreign Minister in the reshuffle.

    SYNOPSIS: President Mobuto left his official residence in Kinshasa, Mont Ngaliema, to inspect a guard of honour before swearing in the new Cabinet members and other government officials. In addition to the other changes, the President announced the creation of a General Security Council to be chaired by himself.

    He also increased the member-ship of the Politburo in the People's Revolutionary Movement -- Zaire's only political party -- from 36 to 38.

    The Zaire News Agency reported that President Mobutu had appointed Bo-Boliko Lokonga as Prime Minister, replacing Npinga Kasenda. Mr Kasenda became Permanent Secretary of the Revolutionary Movement. The President proposed that Mr Lokonga's old job as Speaker of the Legislative Council should go to Ileo Songo Amba. But the most important change announced by President Mobutu was the reinstatement of Mr Karl-I-Bond as Foreign Minister.

    In 1977 Mr Karl-I-Bond was sentenced to death by firing squad for withholding information about the invasion of Shaba Province by dissident exiles. The death sentence was commuted to life imprisonment and in July last year he was pardoned and released. Mr Karl-I-Bond is now considered once again a likely successor to President Mobutu.
