    MR. ROBERT MCNAMARA, UNITED STATES SECRETARY FOR DEFENCE, LEFT WEST GERMANY BY AIR FOR SAIGON TODAY (MONDAY) AFTER TALKS WITH CHANCELLOR ERHARD AND THE WEST GERMAN DEFENCE MINISTER, HERR VON HASSEL.

    HE RETURNED TO THE WEST GERMAN CAPITAL LAST NIGHT AFTER WEEKEND TALKS IN BAVARIA WITH HERR VON HASSEL, AND THIS MORNING TO THE PALAIS SCHAUMBURG WHERE HE MET CHANCELLOR ERHARD. HE FLEW TO SAIGON FROM COLOGNE AIRPORT, WHERE HE INSPECTED A GUARD OF HONOUR BEFORE BOARDING HIS PLANE.

    A JOINT COMMUNIQUE ISSUED AFTER HIS DEPARTURE SAID: "THE MINISTERS EXCHANGED VIEWS ON FREE WORLD DEFENCE POLICIES INCLUDING THE UNITED STATES HOPE FOR SUPPORT FROM HER OTHER NATO PARTNERS, FOR INSTANCE IN SOUTH VIETNAM, AGAINST THE COMMUNIST THREAT IN OTHER PARTS OF THE WORLD". IT'S REPORTED THAT THE COMMUNIQUE WAS ONLY FINALISED AFTER CHANCELLOR ERHARD HAD BEEN CONSULTED.

    APART FROM SOUTH VIETNAM, THE MAJOR PART OF THE TALKS COVERED MUTUAL DEFENCE PROBLEMS: AGREEMENT WAS REACHED TO PROCEED WITH THE JOINT DEVELOPMENT OF A MIAN BATTLE TANK FOR 1970; A MEMORANDUM WAS SIGNED ON THE PURCHASE OF THREE MISSILE-EQUIPPED DESTROYERS FROM THE UNITED STATES FOR THE WEST GERMAN NAVY; AND THE GO-AHEAD GIVEN FOR WEST GERMANY TO BUY MILITARY EQUIPMENT IN THE UNITED STATES DURING 1965/66 UP TO 600 MILLION DOLLARS - EQUAL TO THE FOREIGN CURRENCY SPENT BY THE UNITED STATES IN MAINTAINING HER SIX DIVISIONS IN GERMANY.

    (IN SAIGON THE TWO MEN ARRESTED YESTERDAY (SUNDAY) WHEN THEY WERE FOUND TRYING TO MINE A BRIDGE, HAVE TOLD INTERROGATORS THAT THEY HAD PLANNED TO BLOW UP THE BRIDGE JUST AS MR. MCNAMARA WAS DRIVING OVER IT TOMORROW.)
