    TRANSCRIPT: SEQ. 9: KWAPONG: "The essence of planning as I understand it is the effective location of scarce resources over a given period of time in order to achieve the best possible results. And effective planning demands the concerted and integrated efforts of several disciplines....of economists, of sociologists, scientists, as well as of political and government leaders whose talks is to ensure the implementation of these plans that have been drawn up by the experts and to translate them into reality. The function and the role of the United Nations planning institute for Africa is therefore crucial, for it has an immediate and practical purpose, a purpose which is the organisation of all the skills, all the various expertises for the improvement of the amelioration of the conditions of the lives of ordinary men and women in Africa. Our resources in Africa, though at present scarce, are, of course, potentially, very rich and very great. Both the material resources and even more so the human resources. But what we do lack is the requisite skills, the necessary training, and it is for generating these skills and helping to employ these expertises effectively that we must look to ... and to a seminar like this one.

    Background: The vice-chancellor of the University of Ghana, Professor Alax Kwapong, has called upon African university lecturers to provide the right kind of leadership in all walks of life to the people of Africa.

    Professor Kwapong was speaking on Monday (July 20) at the opening session of a seminar for university teachers of West, Central and North Africa. The seminar was organised by the United Nations African Institute for Economic Development and Training.

    Seventeen African nations were represented at the seminar, including Ghana, the host country, Congo Kinshasa, Cameroun, Rwanda, Madagascar, Ivory Coast and Nigeria. The theme for the conference was "Sociological, Scientific and Institutional Pre-requisites of Development in Africa."
    Professor Kwapong spoke of the special duty of university lecturers toward African development. Africa, he said, was among the foremost areas of the world known euphemistically as developing.
