Background: MALAYSIA PEACE TALKS BETWEEN FOREIGN MINISTERS OF INDONESIA, MALAYSIA AND THE PHILIPPINES YESTERDAY COLLAPSED FOR THE SECOND TIME IN 24 HOURS. THE MINISTERS, MEETING IN BANGKOK, HAD BEEN ATTEMPTING THEIR FIFTH ROUND OF TALKS IN NINE MONTHS AIMED AT SETTLING DIFFERENCES OVER THE NEW FEDERATION AND STRENGTHENING THE CEASEFIRE IN NORTH BORNEO.

WHEN THE TALKS OPENED, TUN ABDUL RAZAK ACCUSED INDONESIA OF VIOLATING THE CEASEFIRE DECLARED LAST JANUARY AFTER MEDIATION EFFORTS BY THE U.S ATTORNEY-GENERAL, MR. ROBERT KENNEDY. HE ALSO DEMANDED THE WITHDRAWAL OF WHAT HE TERMED "INDONESIAN GUERRILLAS" IN MALAYSIAN BORNEO.
