    NATO Secretary-General Manlio Brosio, in a speech opening the meeting of the Atlantic Treaty Association at the Hague, today described the recent Soviet-West German non-aggression treaty as a new and positive element to be taken into account in replying to the Soviet Union's call for a European security conference.

    But Mr. Brosio warned that the treaty should be evaluated alongside other factors, such as the progress of U.S. Soviet strategic arms limitation talks and the Berlin situation.

    The NATO Secretary-General went on to say that the treaty was new and positive element in the assessment of the situation in Europe, which would be the necessary background to a decision by the NATO ministers in December about further negations.

    The West's general approach should be one of caution mixed with goodwill and serious intent to achieve positive results, Mr. Brosio said.
