WILSON: IN THE NEXT FIVE WEEKS, THIS NATION IS FACED WITH A CHOICE AND I BELIEVE THAT OUR PEOPLE WILL WEIGH THAT CHOICE WITH THE SAME URGENCY AND CARE THAT THEY SHOWED IN THE LAST MAJOR POLITICAL CONFRONTATION AT THE TIME OF THE GREATER LONDON AND LOCAL ELECTIONS LAST APRIL, WHEN THERE WAS SUCH A PRONOUNCED RALLYING OF SUPPORT FOR THE LABOUR PARTY.



    WHAT IS THIS CHOICE?



    ON THE ONE HAND, YOU HAVE A TIRED ADMINISTRATION WHICH HAS NO LONGER ANYTHING TO OFFER THE COUNTRY, NO OBJECTIVES, NO HARIZONS, NO HEIGHTS TO CONQUER: A PARTY WHICH HAS NO MORE VISION OF THE FUTURE THAN A DESIRE TO KEEP THINGS AS THEY ARE, TO PRESERVE THE STATUS QUO.



    MR. WILSON: WHEN ONE SEES THE TORY POSTERS, WHEN ONE SEES THE CONSERVATIVES, FROM THEIR LEADERS TO THE HAPPY ACTORS WHO APPEAR ON THEIR PARTY POLITICAL BROADCASTS, ONE IS AMAZED AT A PARTY WHICH IS NOT ONLY SO OBVIOUSLY SATISFIED WITH SECOND BEST, BUT WHICH IS EVEN CLAIMING THAT THEY HAD SOMETHING TO DO WITH IT. I AM NOT SURPRISED THAT NO CONSERVATIVE LEADER ANSWERED MY CHALLENGE OF LAST WEEK TO COMPARE THE RISE IN LIVING STANDARDS IN BRITAIN SINCE THE 1959 ELECTION WITH THAT ACHIEVED IN EVERY COMPARABLE INDUSTRIAL COUNTRY.



    IN SOCIALIST SWEDEN, FOR EXAMPLE, REAL INCOME PER HEAD, HAS RISEN TWICE AS FAST SINCE 1959 AS IN TORY BRITAIN.



    MR. WILSON: OUR APPEAL IS TO THE PEOPLE OF BRITAIN TO RECOGNISE THAT WE CAN DO BETTER THAN WE ARE DOING - THAT WITH EXTRA EFFORT AND PARTNERSHIP WE CAN HAVE BETTER EDUCATION, BETTER HOUSING, BETTER SOCIAL SECURITY, AND EVER-WIDENING FIELDS OF OPPORTUNITY FOR ALL OUR PEOPLE. THIS IS THE ISSUE IN THE CAMPAIGN. THOSE WHO ARE SATISFIED, WHO WANT TO STAND STILL, SHOULD STAY WITH THE TORIES, BUT THOSE WHO FEEL ES CAN DO BETTER, THAT WE MUST MOVE AHEAD, THAT WE REJECT THE NOTION THAT AS THINGS ARE THEY MUST REMAIN, THEN TO THOSE WE SAY "JOIN WITH US IN TRYING TO BRING IT ABOUT". AN ELECTION IS A CHOICE. A CHOICE BETWEEN POLICIES AND RECORDS, A CHOICE BETWEEN MEN. AND THE CHOICE WE OFFER, STARTING TODAY, IS A CHOICE BETWEEN STANDING STILL, OF CLINGING TO THE TIRED PHILOSOPHY OF A DAY THAT IS GONE, OR MOVING FORWARD, IN PARTNERSHIP, AND IN AND IN UNITY, TO A JUST SOCIETY, TO A DYNAMIC, EXPANDING, CONFIDENT AND ABOVE ALL PURPOSIVE NEW BRITAIN.

    Background: BRITAIN'S LABOUR PARTY OPENED ITS CAMPAIGN FOR THE 1964 GENERAL ELECTION WITH A PARTY RALLY IN LONDON TODAY (SATURDAY). THE RALLY CAME THE DAY AFTER THE PUBLICATION OF THE PARTY'S GENERAL ELECTION MANIFESTO WHICH SETS OUT THE AIMS OF THE LABOUR PARTY SHOULD IT BECOME THE GOVERNMENT.

    SPEAKING AT THE RALLY THE LEADER OF THE LABOUR PARTY, MR. HAROLD WILSON REFERRED TO THE LAST TIME THE PUBLIC WENT TO THE POLLS. ON THAT OCCASION THEY VOTED FOR LOCAL COUNCILS THROUGHOUT THE COUNTRY AND A PRONOUNCED SWING TO THE LABOUR PARTY WAS SEEN IN THE RESULTS.

    PUBLIC OPINION POLLS THROUGHOUT BRITAIN ARE AT PRESENT HOWEVER SHOWING A SLIGHT BALANCE IN FAVOUR OF THE CONSERVATIVE PARTY - THE PRESENT GOVERNMENT - AND MR. WILSON SPOKES ABOUT THE TORY LEADERSHIP:
    HE ENDED HIS SPEECH BY SUMMING UP THE AIMS OF THE LABOUR PARTY IF IT WERE ELECTED GOVERNMENT OF BRITAIN:
