    MAJOR GAGARIN WILL ADDRESS THE CONGRESS ON SATURDAY. ON MONDAY HE WILL RECEIVE THE GALABERT PRIZE (ASTRONAUTICS). LIEUTENANT-COLONEL JOHN GLENN, FIRST AMERICAN TO MAKE AN ORBITAL FLIGHT, WAS TO HAVE RECEIVED THE GALABERT PRIZE AT THE SAME TIME BUT COULD NOT BE SPARED FROM OFFICIAL DUTIES.

    AT THE OPENING SESSION YESTERDAY PROFESSOR BRUN, FRENCH PRESIDENT OF THE INTERNATIONAL ASTRONAUTICAL FEDERATION, WELCOMED PRESIDENT KENNEDY'S PROPOSAL FOR A JOINT SOVIET-AMERICAN MOON FLIGHT. THE EXPECTED APPEARANCE OF BOTH SPACEMEN AT THE CONFERENCE WAS INTERPRETED AS A LOGICAL STEP AFTER THE AMERICAN PROPOSAL.

    ABOUT 900 DELEGATES FROM 33 COUNTRIES ARE ATTENDING THE CONGRESS WHICH ENDS NEXT THURSDAY.
