    Venezuela has signed a defence agreement with Costa Rica, (15 September). The agreement provides for mutual co-operation and assistance in defence of Venezuelan and Costa Rican territory. It comes at a time of strained relations between Costa rica and Nicaragua. The Costa Rican government has accused the Nicaraguan National Forces of bombing its territory. The Nicaraguan government is involved in fierce fighting against a guerrilla rebellion, and its forces claim to have routed a rebel group which they say had infiltrated from Costa Rica.

    SYNOPSIS: Venezuela's Foreign Minister, Dr. Simon Alberto Consalvi drew a crowd of reporters when he returned from Costa Rica, where he had signed the agreement.

    Dr. Consalvi told newsmen that American mercenaries including veterans of the Vietnam war are fighting with the Nicaraguan National Guard against the rebels. He said he heard this from Nicaraguan refugees who had crossed the border to Costa Rica. A squadron of Venezuelan military aircraft have gone to Costa Rica on what is formally described as a good will visit. Reuters reports that it is a demonstration of Venezuela's support for Costa Rica, which has no army.

    Dr. Consalvi urged that the Inter-American Human Rights Commission, due to send a team to Nicaragua in October (5 October), should make the visit sooner. On Sunday (17 September) Dr. Consalvi accused the world of being indifferent to what he called massacres and genocide, and the Venezuelan government says it plans to raise the question of the fighting in Nicaragua at the United nations this week September).
