IT REMAINS THE VIEW OF MY DELEGATION THAT WE MUST BEAR IN MIND THE RIGHTS OF SOUTH AFRICA TO SELF-DEFENCE UNDER ARTICLE 51 OF THE CHARTER. AND WE MUST RESERVE OUR POSITION IN THE LIGHT OF THE REQUIREMENTS...IN THE SUPPLY OF EQUIPMENT PROPER OF THESE PURPOSES."

WE WILL ACT UNDER THIS PARAGRAPH OF THE RESOLUTION AND, IN ACCORDANCE WITH OUR OWN LAW, ON THE BASIS OF MATERIALS AND EQUIPMENT WHOSE PRIMARY USES ARE CONNECTED WITH MANUFACTURE AND MAINTENANCE OF ARMS AND AMMUNITION. THUS WE WILL NO LONGER, FOR EXAMPLE, SELL OR PROVIDE SOUTH AFRICA EQUIPMENT SUCH AS ARTILLERY AND AMMUNITION LATHES, SHELL TEMPERS, AND RIFLE-WORKING MACHINES, MILITARY-TYPE JIGS, HYDRAULIC PRESSURES EQUIPPED TO MANUFACTURE ARMS IN ARTILLERY, TESTING MACHINES AND EQUIPMENT FOR THE PRODUCTION OF MILITARY EXPLOSIVES."

    Background: THE UNITED NATIONS SECURITY COUNCIL YESTERDAY (WEDNESDAY) CALLED FOR A WORLD-WIDE BAN OF THE SUPPLY TO SOUTH AFRICA OF EQUIPMENT FOR HER ORDNANCE INDUSTRY.IN A UNANIMOUS VOTE, THE COUNCIL ALSO REQUESTED SECRETARY-GENERAL U THANT TO SET UP A GROUP OF "RECOGNISED EXPERTS" TO LOOK INTO THE SITUATION IN SOUTH AFRICA AND MAKE RECOMMENDATIONS THAT MIGHT LEAD TO THE CREATION OF A SOCIETY IN WHICH ALL RACES WERE ACCORDED EQUAL RIGHTS.THE RESOLUTION WAS SPONSORED BY NORWAY.

    SIR PATRICK DEAN, THE BRITISH DELEGATE, HOWEVER, HAD CERTAIN RESERVATIONS.HE SAID:
    ANOTHER SPEAKER WAS DR.NIKOLAI FEDORENKO, OF THE SOVIET UNION.SOF IS THE ENGLISH TRANSLATION.
