    United States Secretary of State, Henry Kissinger, arrived in Nairobi on Sunday (2 May) at the end of a tour of Africa to address the fourth United Nations Conference on Trade and Development (UNCTAD).

    During his African tour, Dr. Kissinger spelt out U.S. African policy unequivocally in favour of black rule in Rhodesia, but through peaceful means.

    On his arrival, the Secretary of State indicated that he viewed favourably a suggestion that Sir Harold Wilson, former British Prime Minister, might act as an intermediary for future negotiations with Rhodesian Prime Minister, Ian Smith.

    He also indicated that he hoped to meet South African Prime Minister, John Vorster, in the comparatively near future in Europe.

    Dr. Kissinger visits Paris at the end of the week after addressing UNCTAD which opens in Nairobi on Wednesday (5 May).

    He is expected to propose the creation of an International Rosource Bank, the purpose of which would be to encourage sustained private investment in the development of raw materials in developing countries.
