    President Anwar Sadat's programme for economic, political and social reform has been given overwhelming support in an Egyptian Referendum.

    The Referendum was held on Wednesday (15 May). Over eight million people went to the polls. The result was a massive 99.95 per cent support for his working paper on his plan.

    The programme of reform has the ambitious aim of turning Egypt into an ultra-modern state by the end of the century. President Sadat's programme is known as the "October Paper". The 20,000 world document derives its name from last year's October war with Israel.

    One of the priorities the document lists is the reconstruction of war ravaged towns along the Suez Canal.

    It also envisages economic development at a faster rate than ever before, with an economic "open door" policy providing full guarantees for foreign capital invested in Egypt.
