    The Federal Ruler of Nigeria, Major General Gowon, arrived at Enugu airport on Monday (25 January) to begin a six-day tour of war-scarred areas East of the Niger where the bid for the Biafran secession crumbled a year ago. General Gowon, who led Federal Nigeria throughout the 30-months civil war, is making his first post-war visit to the Ibo heartland of East Central State.

    General Gowon will tour all the main centres of the State, concentrating on the examples of rapid progress since the end of the civil war - hospitals, schools, agricultural projects. But he will also come face to face with some of the problems that remain.

    Unemployment has resulted from the running down of the mines of Enugu, the coal rich capital of the state. Some 3,600 miners are vociferous in their demands for work. Another persistent issue is the property owned by Ibos that remains in the hands of the government -- according to an official report just released, amounting to some 56 million Sterling (135 million dollars).
