    AS A RESULT OF TALKS IN KAMPALA BETWEEN DR. MILTON OBOTE, THE UGANDAN PRIME MINISTER, AND PRESIDENT MOBUTU OF THE CONGO, A CONGOLESE EMBASSY IS TO BE OPENED IN KAMPALA SHORTLY. PRESIDENT MOBUTU CALLED IN AT KAMPALA YESTERDAY (MONDAY) ON HIS WAY HOME FROM THE NAIROBI CONFERENCE OF EAST AND CENTRAL AFRICAN LEADERS.

    PRESIDENT MOBUTU, WHO SEIZED POWER IN THE CONGO LAST NOVEMBER AFTER A MILITARY COUP, ARRIVED IN ENTEBBE, UGANDA ONLY A FEW MINUTES AFTER DR. OBOTE'S PLANE HAD TOUCHED DOWN, ON HIS RETURN FROM THE NAIROBI CONFERENCE. THE GUARD OF HONOUR WHICH HAD GREETED DR. OBOTE WAS THEN INSPECTED BY THE CONGOLESE PRESIDENT.

    PRESIDENT MOBUTU WAS THEN INTRODUCED BY DR. OBOTE TO CABINET MINISTERS AND OTHER UGANDAN GOVERNMENT OFFICIALS. AT A JOINT NEWS CONFERENCE, DR. OBOTE SAID IT WAS IN NAIROBI THAT THE PRESIDENT HAD ASKED HIM IF HE COULD PASS THROUGH UGANDA ON HIS WAY HOME TO THE CONGO. "I WELCOMED THIS SUGGESTION," SAID DR. OBOTE, "AND I AM SURE THE GOVERNMENT AND PEOPLE OF UGANDA JOIN ME IN WELCOMING HIM HERE TODAY."
    PRESIDENT MOBUTU REPLIED WITH AN INVITATION TO THE UGANDAN PRIME MINISTER TO VISIT LEPOIDVILLE, WHICH DR. OBOTE LATER ACCEPTED. THE LEADERS WENT ON TO THE STATUE HOUSE IN KAMPALA AND HAD TWO HOURS OF TALKS, AFTER WHICH THEY ISSUED A JOINT COMMUNIQUE SAYING THAT A CONGOLESE EMBASSY SHOULD SHORTLY BE OPENED IN KAMPALA.
