    Upper volta has celebrated its fourteenth anniversary of independence amid speculation about a new party and its prospective leader.

    One of the ten poorest countries in the world, Upper Volta was granted independence by the French government in 1960, although France has retained military bases and business interests.

    In spits of torrential rains in some areas only last week, the people of Volta are still among the hardest-hit by the drought.

    At the ceremony President of the Republic, General Sangoule Lamizana reviewed a guard of honour and distributed decorations.

    In a message to the nation, General Lamizana stressed the need for resilience and national pride.

    Sixty-seven officers were decorated in the ceremony. The military has ruled Upper Volta since February, this year, and in June President Lamizana banned all seven political parties following dissent in the National Assembly.
