    West Berlin Burgomaster Willi Brandt, on a three-day visit to Israel, was a chief guest among the 677 Mayors and escorts from 33 nations attending the 15th Congress of the International Union of Local Authorities, opened by Israeli President Ben-Zvi in the Habimah Theatre, Tel Aviv, Nov 16.

    Herr Brandt told delegates: "A German who speaks in Israel has to be aware of the terrible burden of the past." In his speech, he expressed the best greetings on behalf of Berlin and the German local authorities to Israel's "courageous and industrious people." Herr Brandt ended "Our great hope is the young generation." Delegates loudly applauded.

    Next day Nov 17, Herr Brandt, Socialist candidate for the West German Chancellorship, and first post-war West German politician to visit Israel, met Socialist Prime Minister David Ben-Gurion of Israel to discuss international questions and aspects of cooperation between their two countries. There are no diplomatic relations between Israel and West Germany.
