President Franz Jones of Austria attended the opening ceremony. Hopes are high that this session will produce the best results so far. When the Soviet delegation arrived the leader Mr. Vladimir Semyonov said he brought with him instructions from the Kremlin to work for positive results. The Americans made a similar statement.
SYNOPSIS: The fourth round on Strategic Arms Limitation Talks (SALT) was officially opened in Vienna today. The American delegation led by Mr. Gerard Smith, was the first to arrive and be greeted by the Austrian Foreign Minster, Mr. Rudolf Kirchschlager. The Soviet delegation led by Mr. Vladimir Semyonov arrived next.
President Franz Jonas was quest of honour at the opening ceremony. The fourth round of talks promise to be the most fruitful held during the 16 months the SALT discussions have been going. The atmosphere at previous talks has been cordial and the two parties got off to a good start again today. The Soviet and American delegation have promised to work constructively. The top secret discussions begin tomorrow at the Soviet Embassy in Vienna and from then on twice weekly in each other's embassies.
