THE PARTY'S 1500 TOP OFFICIALS HELD AN ANNIVERSARY MEETING AT THE CLUB DES PINS, THE SITE OF THE SECOND AFRO-ASIAN SUMMIT UNTIL IT WAS PUT OFF BECAUSE OF THE REBELLION.

    IN A SPEECH TO DELEGATES, COL. BOUMEDIENNE REJECTED BORDER CLAIMS AGAINST ALGERIA BY MOROCCO AND TUNISIA. REFERRING TO REPORTED PROMISES BY EX-PRESIDENT BEN BELLA TO "CERTAIN NEIGHBOURING AND BROTHERLY STATES," HE SAID ALGERIA'S FRONTIERS WERE NOT NEGOTIABLE.

    THE PARTY TOOK THE OPPORTUNITY OF THE ANNIVERSARY OF LAUNCHING A CAMPAIGN AGAINST FOREIGN SPIES WHOM, IT SAID, WERE CRAWLING ALL OVER THE COUNTRY WITHOUT EVEN OFFICIAL COVER. IT ATTACKED FRENCH AND UNITED STATES CULTURAL CENTRES AND A SOVIET NEWS AGENCY. THE PARTY CALLED ON ITS MEMBERS TO REDOUBLE THEIR VIGILANCE AND "COUNTER BY EVERY MEANS THIS EVIL ACTION (SPYING) AGAINST OUR COUNTRY."
    (EX-PRESIDENT BEN BELLA IS BELIEVED TO BE HELD IN A JAIL AT BLIDA, 37 MILES (60 KMS) SOUTH OF THE ALGERIAN CAPITAL).
