Background: The Ministerial Council of the Organisation of African Unity meets in Addis Ababa tomorrow, 26th February 1971.
Delegates have been arriving for several days, including delegates from Uganda whose new government has sent 27 representatives to the talks. It has also cancelled the passports of the former President, Dr. Milton Obote, and of any former ministers and officials who still recognise him as president. The Ugandan delegation to Addis Ababa is the largest ever to attend the OAU meetings
The OAU Defence Commission is also meeting in Addis Ababa and it will hear reports from the OAU Liberation Committee on the nationalist campaigns in southern Africa. The main subject of discussion in the Ministerial Council is thought to be the sale of arms to South Africa.
